OpenWindow() parameters in the Help file, wrong order

OpenWindow() parameters ParentWindowID and Flags are in wrong order in the Help file or wrong order in the Editor
as usually Flags are last parameters.

In this case, parentid is the last parameter because it's not used as much as the flags.
