Android - Splash Screen minimum time

In my tests, the only time the SplashScreen stays on screen long enough to be seen by the User is the first time the app is installed - after that, the apps load so fast the Splash is not a Splash, it's a lightning bolt 
Is there any way we can set a minimum display time? Also, if the Splash is simply not required, how do we omit it? (If you don't point to your own image, SB uses it's own).
