After Installation in Program Files (x86), everything worked.
And as a result, there is a problem with the /PORTABLE parameter.
I had to switch 2.51 to the /PORTABLE mode.

But for many years I used a separate folder [C/D]:\Sys\Pb_xxx(Sb_xxx), not the system "Program Files"

Yes, it's planned to add a webview tool to the IDE, but it's not done yet
