When i close my browser it automatically deletes all offline website content. Its an option in FireFox and maybe other browsers too. When a user have that setting on, the database and files wont be persistent. (i tested it only in FireFox)

I think if the user goes to:
Preferences->Advance->Network->Offline Web Content and User Data
S/he can specify which sites are allowed to store local data and then 'Offline Website Data' can be excluded from the 'clear all current history' option.

Luckily in Android the data is persistent per app.
